FCC Proposes New Compensation Rates Plan for IP CTS

The FCC is seeking comment on a new plan for compensation rates for Internet Protocol Captioned Telephone Service (IP CTS) in providing captioned phone calls for people who are deaf and hard of hearing.  The NPRM outlines a three-year plan in which IP CTS providers are compensated using separate per-minute formulas and based on if the captioning is fully automatic or with the assistance of a communications assistant.
