2022年8月15日，美国商务部工业与安全局（Bureaus of Industry and Security，下称“BIS”）正式在联邦纪事上发布公告，通过临时规则（Interim final rule）的形式对《出口管理条例》（Export Administration Regulations，下称“EAR”）进行修订，将4类新兴和基础性技术物项列入《商业管控目录》（Commercial Control List，下称“CCL”），分别为氧化镓、金刚石、特定ECAD软件和用于开发和生产燃气轮机部件或系统的压力增益燃烧（PGC）技术。
